The Office of Defense Cooperation (ODC) is the Department of Defense point of contact for U.S. Contractors who wish to
do business with the Malaysian defense community. The ODC is primarily responsible for managing all Foreign Military Sales
(FMS), Defense Cooperation in Armaments (DCA) programs, Title 10 Conferences, and International Military Education and Training
(IMET) programs for the Department of Defense with Malaysia. The ODC works primarily in a government-to-government role or
directly with U.S. defense companies. Provided below is the assistance U.S. defense contractors can expect to receive from ODC
- Malaysia.

ASSISTANCE TO U.S. DEFENSE CONTRACTORS
The purpose of this note is to outline assistance available from the embassy to U.S. companies marketing defense products
in Malaysia. The embassy stands ready to provide all appropriate assistance to U.S. companies seeking to fill Malaysia's defense
requirements. When two or more U.S. companies seek to meet a single requirement, we are committed to providing even-handed
assistance to all.
In general, assistance from the embassy is available from any section. The sections specifically charged with assisting
companies marketing defense products are the Office of Defense Cooperation (ODC), the Foreign Commercial Service (FCS), and the
Defense Attache's Office (DAO). The ODC can assist by providing insight concerning Ministry of Defense (MINDEF) procurement
procedures; the FCS can provide detailed information regarding doing business in Malaysia, assist in Malaysian Government contacts
outside MINDEF, and provide information on local agents through their Gold Key Service or by completing an FCS Advocacy Form; and
the DAO can provide information on Malaysian defense requirements.
We request that U.S. companies marketing defense products make contact with the embassy through the ODC. The ODC will
arrange for appointments with the FCS and DAO if requested.
We recommend that companies which have identified a specific Malaysian requirement, and believe they have a good chance of
being selected to fill it, use a local agent. Local agents can greatly facilitate appointments with Malaysian government officials
and can provide constant feedback and support. It is particularly appropriate for the ODC to become involved if a substantive
briefing on a particular weapon system is contemplated. If the ODC is requested to assist, we request that the following
information be provided:
- Full name of company.
- Address of company.
- Phone number and fax number.
- Information on representatives.
- Full Name(s).
- Passport number(s).
- U.S. Government clearance(s) if any.
- Product Information.
- Nomenclature.
- Application.
- Has license to sell to Malaysia been granted?
- Intent to pursue this sale through Foreign Military Sales or Direct Commercial Sales.
- Other known U.S. or international competitors.
- Local agent, if any.
- Established contacts in Malaysian Ministry of Defence, if any.
- Window during which company representative(s) will be in Kuala Lumpur.
